AMENDMENT CANNOT STAND NEW ORJ.KANS, I.a.. June 15. — Unconstitutional appraisal of the Tobin local option amendment to the Butler anti-raeing bill by the legislative bureau house of representatives and defeat in the senate of proposed amendment to the Iocke law. looking to the outlawing of oral betting and a favorable report of the Claiborne racing commission bill by William Clemm of the house of representatives were recorded in the racing light at Baton HQUge today. While the legislature bureau has only an advisory capacity, it is believed that its disapproval of the Tobin amendment will again open the fight upon the Butler bill, which - passed the senate and was unfavorably reported " by a committee in the house.
