CAN NOT HAVE COMMISSIONERS. It has been decided by the courts In France that it Is illegal for any person to act for another in "placing" money in the Paris mutuels. Thus all the wealthy horse owners will be forced, it they desire to wager, to make their bets personally. No exceptions will be made, even for royal personages, who are frequent visitors at French courses.
