PROPER IS THE FAVORITE. DR. GARDNER IS DECLARED OUT OF THE BURNS HANDICAP. Preparations Being Made for the Entertainment of 20,000 People at. Oakland Today Jockeys and Odds for Big Race. San Francisco, Cal., January 20. The phenomenal growth of thoroughbred racing luring the last decade in California will reach its zenith with the running of the rich Burns Handicap tomorrow, unless ail signs fail. Preparations are in progress for handling a crowd of 20,000 people. For the first time the inner Held will lie thrown open to the public. Summer-like weather is assured for tomorrow ami a grand field of horses will start for the big race. The Bannock-biim three-year-old has been slightly ailing of late,, mid failed to qualify satisfactorily in his final" private trial yesterday afternoon. Reversals and upsets were plentiful today. Ruby showed remarkable improvement over her preceding effort and New Mown Hay and Toupee met decisive defeat by Head Dance, an inferior horse and an outsider in the betting. There were two claimants for Royal Rogue after his defeat in the sprint. L. Westicott won the toss-up from J. XV. Blalock. The latter afterward, filed u protest against awarding the horse to L. Westicott. on the ground; o. cojtuslpn .with .the original owner. In other "words, he avers that it was ii friendly claim. The stewards have not arrived at a decision. Their ruling will establish a precedent. It lieing the first instance of a protest of this kind on record. There Is at present an exodus of horses from Ascot Park to Oakland. C. K. Durnell arrived yesterday with Orclian, Sir Wilfred, New Mown Hay and Vino. The remainder of this stable will follow shortly. Dick Williams entire string arrived from Los Angeles this afternoon. The two good jockeys, Walsh and Wiley, came along.
