LICENSE QUESTION IS EXPLAINED. All trainers and jockeys who will participate in the racing at Douglas Park,- beginning September 3, will be required by manager John Hachmeister to present licenses from the Western Jockey Club or tti deposit the fee With application for license. It will not be necessary, of course, for any person who is in good standing and having a license issued in 4900 to? take out a new one. There are many, however, who. have licenses from the American Turf Association only and some- of these are disgruntled at what they consider extortion. They are of the opinion that, insomuch as the, Western Jockey Clubs licenses were recognized at Latonia, the same arrangement should continue at all tracks that one license should be sufficient, whether issued by the Western Jockey Club or the American Turf Association. The governing bodies, which derive their revenue for maintenance from license fees, take a different view of It, however. With the Western Jockey Clubs outlaw rule in- operative, the owners, trainers and jockeys will be free to run and ride horses at all western and southern tracks so long as they are in good standing with and in possession of a license from both governing bodies. This was part of the agreement reached by the representatives of the two -organizations when they met in New York and arranged tha schedule for the winter at New Orleans and the sauie understanding was had when the differences of the two clubs in Louisville were settled. .Under ,the rules of both the American Turf Association and the Western Jockey Club all licenses expire on December 31 of the year in which they are issued, so it will: be necessary on January 1 for all who are then racing at New Orleans to have licenses from both governing bodies If they wish to participate in the racing at both City Park and. the Fair Grounds. Under the schedules for the remainder of the year after September 1, there will be ninety-two ..days, of racing fifty -four under the rules of the American Turf Association and thirty-eight under the rules of the Western Jockey Club. Some of the horsemen cannot see the equity in their having to pay as much for a license for these fractions of a year as-they would pay for a whole year, and this Is cited as an additional cause for complaint. Whether .it be just or nnjust, is a matter of Jndk vidual opinion. The governing bodies see it from one .angle, the horsemen from another. At any rate It appears, to be up to the horseman to pay the tariff or remain idle.
