WILL NOT DISREGARD CITIZENS WISHES. If People of West Virginia Do Not Want a Race Track, Therell Be None. Fittsburg, Pa., November 23. Matt J. Winn, who Is chief among the promoters of the new racing plant in West Virginia, arrived here today from Louisville. He is here to complete arrangements with the Pennsylvania Railroad Company. He will meet some of the leading officials of the company, who are going over the ground to determine the locations for the building of terminals and trestles. Mr. Winn will also settle the question of the tariif to the racetrack from Pittsburg, Wheeling and other points touched by the Pennsylvania. In discussing the subject Mr. Winn said: "I am going from Pittsburg to New York, and when I am through there all of the preliminary work as far as the track building Is concerned will he done. We have discovered that the Half Moon farm lies partially within the jurisdiction of the Jockey Club in New York. As it is now planned the finishing line would be in that territory. Its too far off to talk about under what turf organization the new plant will be operated. "There has been talk of some opposition springing up against the proposed race course, but I hardly think it amounts to much. We will meet the issue squarely, and If the people of West Virginia do not want us there why we will stop Ju6t where we are. "We are not planning to run a merry-go-round or any sort of a fly-by-night venture. It is our aim to create a new racing center for the best class of racing and will try and get the support of the best people. That is all there is to that."
