WILL BEGIN WORK AT ARCADIA MONDAY. Los Angeles, Cal., November 23. The contract for surveying and laying out the Baldwin track has been awarded to H. J. Stocker of this city and work will be started In earnest next Monday. The work of surveying will take about three weeks and when this is finished the contract will be awarded for constructing the stand, stables and other buildings. The Baldwin Racing Association has Issued orders to expedite the work so that everything will be completed by March 15.
