BELMONTS LETTER TO BUTLER. The letter which Chairman August Belmont of the President James Butler of the Club sent to Jockey Emidfe City dotting Club after the nice ting ot the stewards in New York Thursday is In full as ro,1"Wf,: "New York, August 1, 1007. "Dear Sir WeMiave received your communication ot thin date in utmver to our communication of the 25th ultimo. We desire to remind you In response to your statement as to the delay in our acting upon your application that any delay that may have arisen is due to your failure to submit sooner a formal application, as designated in our previous communication. "We beg to say that In certnin particulars the proof sheets of a program giving racing events do not conform to the rules and regulations of the Jockey Club, viz.: a Overnight events for three-year-olds of less than a mile should be limited to iiot more than one each day; b the amount of added money should be at least as great as indicated by the regulation of the Jockey Club. The program in these and other respects before being finally printed should be subjected to the approval of Henry J. Morris, who is hereby appointed by the Jockey Club, under its rules, steward of the meeting. "The jockey Club has, as requested by you, assigned to you eighteen days from the 10th to the ::oth of August, inclusive, for the conduct of a race meeting on the Empire City track, under the rules of the Jockey Club. "The list of your officials has been received by us, and having no specific objection to any of the nominees we give it our approval. "In your communication you state that you desire to have the services of Mr. Pinkertons agency and request that the Jockey Club give Its consent to this. There is no rule or regulation of the Jockey Club requiring the employment of Pinkertons agency bv any association for the policing .of its grounds. The stewards of the Jockey Club will interpose no objection to your employment of this agency for policing your grounds. "As stated in our former communication, in the course we have adopted we are acting in obedience to and out of respect to the decision of the court, although we are informed that said decision is not iu accord with the opinion of the Court of Appeals as to the purpose for which the present racing law was enacted, and we have great solicitude that the holding of the meeting will not be in the best interests of racing.
