E. C. SMITH GOES TO ARCADIA. Xew York, October 17. E. C. Smith, a capable racing reporter of Xew York tracks, and for the last live years at the head of the turf department of the Morning Telegraph, has been appointed to the racing secretaryship of the recently organized racing association at Arcadia, California. Mr. Smith will take up his official duties immediately after the close of the metropolian racing season November 15. John Bodcn will launch the new enterprise and remain in absolute control of the management of the racing end of it until pressure of business in connection with the New York State Racing Conimisison and the Brighton Beach Association, both of which he is secretary, demands his presence in New York, which will he early in January.
