HORACE EGBERT IMPROVING IN HEALTH. Oakland. Cal.. February IS Judge Horace Egbert has writ ten to Frank D. Skinner here from Ipland. Cal.. and in his letter says: "Please announce that 1 have decided not to accept any turf position of resposibility at Seattle or elsewhere during the season or tSSS. I owe it to Mr. Williams to get myself into good condition for the fall of P.Mts. and this I am going to try to do." ! Judge Egbert says his health is slowly improving. but he does not wish to tax it with the strain of presiding at a long meeting such as that at Seattle, where he occupied the stand last summer until his failing health forced him to resign.
