1 1 I : i . WASHINGTON METHOD HELD TO BE LEGAL. Washington. D. C, March 11. — The present method of bookmaking at the Bennlng race tract meetings, under which the bookmakers have to i constantly move about in the ring, was today upheld by a decision of Justice Stafford in the • Criminal court of the District of Columbia. The ■ decision was in the case of John Walters, a New York bookmaker, a test case, framed to determine the legality of the betting "procedure at the track. The court held that the present betting plan on i the part of the books does not constitute setting np i a gambling table, but merely constitutes bookmaking ; and handbookmaking, which, while unlawful within i one mile of Washington, is not unlawful at Ben- • ning, which is beyond that limit.
