WINNS VIEW OF PARI-MUTUEL BETTING. Matt J. Winn, who is in New York preparing for the Empire City Racing Associations meeting at Yonkers next August, will take up the matter of improved transportation service to the track next week. He hopes to be able to induce the Harlem Railroad to build a spur from their main line to the track. Ex-Mayor Grainger of Louisville was in New York last week to confer with Mr. Winn regarding the spring meeting at Churchill Downs, and the chief topic of discussion was the installing of the pari-mutuel machines, fifteen of which have been ordered. They have decided to limit wagers in these machines to , and no amount less will be accepted, although a bettor may buy any number of tickets. "The pari-mutuel.- says Mr. Winn, "is the fairest scheme of betting known, because it leaves no loophole for fraud. Under the mutuel system of betting no dishonest owner or trainer can make anything by having his horse lose. He has no incentive to do anything but win, and the public, which to my mind is entitled to every bit of information it Is possible to give on a race track, will be able to see just what is going on all the time. "It will be a great benefit to the public in an other way. Persons who do not care to take such prices as • to 5 or 1 to 2 will back the horse of their choice under the mutuel system because they will not know before the event what they are to get. "New machines for the Louisville track have been ordered and they will be ready against the opening of the Churchill Downs meeting."
