M. Ruau, maintains that all kinds of bets and wagers, save those made through the "pari-mutucl," are illicit according to the law of 1S01. The result of this decision, according to M. Noulcns, has been disastrous for the finances of the government, for up to the end of the month of August last the receipts from the public had shown a decrease of sixteen millions of francs. The attention of the government had been called to the unsatisfactory state of affairs, and it had been decided in the budget committee to ask the Chamber of Deputies to frame a law which would effectually exclude all other means of turf speculation, save those offered by the government lottery. From the current report of the French horse breeding bureau it is learned that during the fiscal year 101.414 mares were bred to stallions belonging to the state: SI ,207 approved stallions: 9,407 to authorized stallions. That is bureaucratic, isnt itV that a country should be able to report a thing like that. And in the archives of the French government is the name and description of each mare in I ranee, together with data about the horse to which she was bred. Those who looked the horses over in the paddock prior to the Oadby Nursery at Leicester were amused to see a goat following in the tracks of Billy Goat. Randall has entered into a three years engagement with the Duke of Westminster, which will leave Mr. S. B. Joel without a jockey. It is the present intention of the latter gentleman to employ free lances during the next year and not to pay a retainer. The Foxhill Stable has renewed its first claim on Saxby; Hewitt goes to Austria, and Lynes engagement in Belgium extends over 1009. Stokes has been engaged as first jockey for Rcnwicks stable and Madden will continue to ride first jockey to Mr. Leopold de Rothschild. Count Pourtalcs French two-year-old, Ossian, by Lc Sagittaire, out of Gretna Green, has been purchased by Baron Maurice Rothschild for 9,000. Mr. Hatmakcr has not been successful in demonstrating the excellence of the national food he thought would have enabled the son of Arab and Saida, Azote, to prove that a feed of com was not required to make a winner. Azote was fed on desiccated milk, and his owner declared that to him a feed of corn was an unknown quantity. He was engaged in many events, although his owner avowed that he did not represent any of those fashionable strains which have given winners. In this respect he amply warranted the prognostications of his owner, and though he was not "three-cornered" or wanting in looks or size, many may have been of opinion that, had he partaken of the usual dletarv of the thoroughbred, ho might have won. He died on the field, so to speak, for he was put over hurdles in the Prix Zouave at Salnt-Oucn. France. November 1. and, breaking a fetlock joint, his racing career came abruptly to a close.
