CANADIAN OFFICIALS HAVE BUSY SESSION. Buffalo. N. Y., July 15. At yesterdays meeting of the Canadian Racing Associations committee at Fort Erie, E. Whelan and L. Blume, who had been in bad standing on account of having raced at last falls Dufferin Park meeting, were reinstated. A new rule was adopted which provides .that no horse shall be permitted to start unless he is in the hands of a licensed trainer. It is understood that the association will require that all trainers shall personally attend to the saddling of their horses .for all races in which they may start. The new rule reads: "No horse shall be qualified to start for any race unless be is in the hands of a licensed trainer, and no license will be considered unless the fee Is paid. Owners not conforming to this rule will be liable to suspension or fine." The following applications for licenses were tabled: Trainers L. V. Bellew. A. Noonan. P. F. Gloss. John G. Stark, Chris Hanser, Wm. L. Zahn, E. Rath-man. Jockey M. Yourell. The following applications were granted to apprentices: O. J. Averitt, Harry Brady, Albert Burton.
