POLICE ARRANGEMENTS AT THE BAY. New York. September 1. Allan Pinkerton is in charge of the policing of the Sheepshead Bay track. He and his men are assisting Police Inspector OBrien of New York City and Sheriff Hobly of Kings Count i- "to enforce the law. Inspector OBriens helpers on Futurity day consisted of a delegation of twenty-five plain clothes men. Sheriff Hohlv was assisted by a dozen deputies, who acted ttudei his orders and those of Under Sheriff Kendall.
