COLORADO OUTLOOK BRIGHT BILL CREATING STATE RACING COMMISSION PROGRESSING WITHOUT OPPOSITION. Passed Its Second Reading In Senate Wednesday and Will Be Finally Enacted By Upper Branch of Legislature Today House Reported Favorable. Denver, Col., March 2.I. Senator Cornforths bill creating a state racing commission for Colorado Was passed on second reading in tlie Senate yesterday and will come up tomorrow for its third reading. There was no opposition to the measure yesterday and none is anticipated tomorrow. If it passes the Senate tomorrow, tlie bill will go to the House, where it will take its place on the calendar for first reading next week. Tlie chances for its ultimate adoption in the lower branch are exceptionally bright, as .virtually no opposition to the measure lias developed. Governor Shafroth, it is understood, will sign the bill promptly. The men behind the bill in the House are among the most influential legislators and do not expect to meet with auy serious opposition. This bill provides that the governor shall appoint a state racing commission, to be composed of five members whose terms of otlico shall be for four years and who shall be selected from the membership of agricultural or live stock associations. Any association which holds exhibitions annually for the display of agricultural, live stock aud other industrial products, may apply to the state racing commission for a license to hold a race meeting. These meetings may be held at any time of the year front April 1 to December 1. Prizes may be given bv the association holding the meeting for racing events, but no association shall permit bookmaking. The selling of pools on the pari-mutuel plan is authorized and tlie association is given the right to retain as commission live per-eent. of the mouev subscribed to each pool. Through this means countv fairs throughout the state can be made to be self supporting and of more importance than heretofore.
