LOOPHOLE FOR RACE HORSES. Detroit. Mich.. June 7.— The new rulings of the United States Castoau Department, enforcing a collection of 0. or an ad valorem tax of tweutv per cent, on all horses brought into the Fnited States from Caaada, regardless of nativity, does not affect race hsnea, either trotters or thoroughbreds. According to the local customs department, a special act still enables race horses to be bonded into the Dominion for a certain length of time, returning duty fr -e. When the original announcement was inaile to the effect that duty would be enforced on all American horses returning from Canada, race promoters there were somewhat disconcerted. An 1 ad valorem tax of twenty per cent, on all race horses would be virtually prohibitive against American «i"cn horses.
