PLAN FOR CALIFORNIA COMMISSION. 5 San Francisco, Cal., November 27. Leading California sportsmen and breeders are quietly at work on a plan to be presented to the legislature of 1913 for the rejuvenation of racing in this state. The plan contemplates the creation of a state racing commission to govern racing on a new basis, patterned after the Kentucky idea, with the pari-mutuel system of betting legalized. The commission will, it is planned, be composed of three men, to be ap- Fiointed by the governor, and will have full author-ty in regulating the number of meetings, dictating where they shall bo held and for how long they shall continue, besides controlling the betting system. Primarily the move was started for the purpose of obtaining a thirty or forty-days meeting in San Francisco during the Panama-Pacific International Exposition. Providing the plan meets with favor at the hands of the lawmakers, its projectors will ask that the innovation be given a thorough trial before the proposed fall meeting in 1915.
