F., Havana, Cuba. 1 A handicapper should study last few races, then the horses general form and, particularly, best races at any time. 2 An older horse would have the best of a three-year-old at equal weights when "their last recent form is exactly the same." 3 Horses six years bid and older generally lose some measure of their speed, but: there are notable exceptions. 4 The handicapper must not depend on theory, Instead of the facts of the horses actual performances in racing.
