GENERAL NEWS NOTES OF THE DAY PARIS, France, February 4. It is indispensable that a commission of control should be immediately sent to the Teschen coal fields in Austria Silesia to prevent any conflict between the Czechs and the Poles, according to tho signatories to an agreement drawn up in the form of a truce until the peace conference can settle the rival claims. The signatories are President Wilson, -Premier Lloyd George of England, Premier Clemenceau of Franco, Premier Orlando of Italy and M. Dmowski, Polish peace delegate. The agreement provides for the distribution of military guards along the Teschen railway which passes through territory claimed by both the Czechs and the Poles and for civil administration. LONDON, Eng., February 4. Leaders of the olec-trical workers union today threatened to plunge the city into darkness on Thursday night and cripple all electric railways unless the government intervenes in the national strike. The cabinet has decided to grant the railway clerks demand for recognition, thus forestalling their joining the strike, but a sinister leaflet campaign continues, says the Daily Express. The Bolshevik leaders are urging a national railway strike on Sunday. LAWRENCE, Mnss., February 4. The presence of I. AV. W. leaders, the discovery of I. W. W. hatbands and the singing of I. W. W. songs have caused the Lawrence police to exercise extraordinary vigilance to "prevent any outbreaks among the striking textile workers. It is estimated that there are more than 25,000 workers out today, either on strike, through failure to go to work, or forced out of work by the strike. LONDON, Eng., February 4. Three hundred persons were massacred by Bolshevik troops at Kharkov, in Ukrainla, said a dispatch from Helsingsfors today.
