GENERAL NEWS NOTES OF THE DAY CHICAGO, III., September 24. Weather forecast: Illinois Fair tonight and Thursday and probably Friday; somewhat warmer in south and west portions tonight. Missouri Fair tonight and Thur.sday and probably Friday; somewhat warmer in south ixirtiou tonight. General forecast: Fair weather will probably continue in the middle western states as far west as the Rockies until Thursday night, with the exception of unsettled conditions in the northern lake region. The temperature changes will be unimportant. LONDON, England, September 24. A railway strike in Great Britnin over the question of wages appeared as a possibility through todays developments in the negotiations between representatives of the men and the government.
