IMPROVEMENTS . AT DOWNS LOUISVILLE, Ky., Nov. 14. Architects and "builders were in conference this morning with general manager Matt J. Winn, going over plans for the extensive improvements that Churchill Downs is to undergo this winter. The contemplated cost of the intended building this winter will exceed ?250,-000. When the improvements are installed Churchill Downs grandstand seating capacity will be greater than that at Belmont Park.
