MUTUEL BILL AT ALBANY ALBANY, N. Y., March 13. A bill has been introduced in the assembly by assemblyman A. B. Borkowski of Buffalo to legalize pari-mutuel betting at New York race tracks. The bill also provides for a tax of ,000 to be paid by the race track for each day of racing. The assembly could not pass such a bill because of the fact that pool selling and all other forms of betting are unconstitutional in New York.
