NEW ENGLISH RACING RULE Under an amendment to No. 17S of the English Rules of Racing, which went into force March 1, any person being an owner of raco horses who by advertisement, circular, letter or other means offers to give information concerning his own or other horses in return for monetary consideration, or any owner of horses who connives at such practice, is liable to be made a disqualified person.
