-i Approve Illinois Racing Measure SPRINGFIELD. 111., April 30.— Horse racing in Illinois under the jurisdiction of a Racing Commission and with the pari-mutuel system of wagering legalized met with the approval of the license and miscellany committee of the lower house when it recommended for passage the racing bill introduced by Representative Benjamin Mitchell of Chicago. The committee ballot was 14 to 1, the only dissenting vote being that of Representative Euclid B. Rogers, a Springfield minister. The bill creates a commission of five to have full jurisdiction over all race meetings in the state, except those run in connection with established state and county fairs and agricultural exhibits. The commission would be appointed by the governor. It would fix the time and place of all meetings, and is required to establish strict rules and regulations, with a license fee of ,000 a day for each day of racing. Meetings would t;e limited to 150 days and the persons or jockey clubs licensed to hold races are required to pay 25 per cent of their net receipts to the commission. The states share would be divided equally between the department of public works for the road fund and the department of agriculture, to be distributed as prize money at county fairs and live stock exhibits.
