WINS COLUMBUS TEST CASE COLCMBUS. Ohio, May 21.— Frank Quinn, an employe of the Capital City Racing Association, which operates Beulah Park, was acquitted by a jury today on a charge of violating the Ohio law pertaining to gambling. Quinn was arrested at the recent Beulah Park meeting on May C, for having sold a pari-mutuel ticket. The case was regarded as a test of whether the system used at Beulah Park was a violation of the state law. *
