— — ♦ CANADIAN SHIPPING RULE MONTREAL, Que., June 19. — The horsemen are complaining of the recent ruling of the Railway Commission of Canada, which stipulates that only two men will be allowed to a car. This is certainly a hardship on owners up here when the shipments are so frequent and will result in a scarcity of horses |in future years. Horsemen across the border jhad the same conditions to contend with until the Interstate Commerce Commission irectified the ruling and changed it so that Mi instead of two men were allowed to a I carload of horses.
