POST TIME IS 2:15 NEW ORLEANS, La., Keb. 8. As the big Mardi Gras parade will delay many of the Fair Grounds patrons in leaving downtown sections Tuesday, the Fair Grounds management has set post time for the opening race tomorrow at 2:15 oclock, instead of the regular and earlier starting time of 2 oclock.
