REACH NAVY AGREEMENT LONDON England June 19 It was an ¬ nounced in official circles Tuesday that a final agreement had been reached between Great Britain and Germany on the most im ¬ portant points of a treaty which would maintain the German navy at thirtyfive per cent of the British strength It was said that the principle of the 100 to 35 ratio should in general apply to each category It was intimated that Germany would be allowed some latitude in the building of submarines because of the fact that the French and Italian underseas fleets are much larger than the British
