TUGBOAT STRIKE SETTLED NEW YORK N Y Oct 19 The fiveday tugboat strike which snarled river and har ¬ bor traffic in the port of New York was settled today in a mediation agreement nego ¬ tiated by Mayor F H LaGuardia More than 1000 members of the United Marine division Local 333 of the International Long ¬ shoremens Association voted unanimously to go back to work at midnight tonight The mayors plan put before Joseph P Ryan president of the I L A and James G Con way president of the New York Towboat Exchange provides that negotiations to reach a wage agreement will continue until a satisfactory settlement is reached Under the agreement approved by the operators as well as the strikers any settlement will be retroactive as of todays date
