AMERICAS WAR NEEDS LACKING DETROIT Mich Oct 19 In case of a war emergency America would be forced to mobilize industrial assets to produce 90 per cent of its war materials Assistant Sec ¬ retary todayAt of War Louis A Johnson said today At a press conference preceding his speech to the National Wire Association Johnson said saidTo To conduct a modern war successfully a nation must have a program not only for the raising organizing and training of its man power but also for their supply and equip ¬ ment For the latter purpose the armys arsenals inadequateIf and depots are wholly inadequate If we were to equip for instance all of the army arsenals with the best of modern machineryand staff them to their full ca ¬ pacity they would be unable to produce more than 10 per cent of the requirements of the army in time of war For the other 90 per cent of our munitions needs in an emer ¬ gency we must turn to civilian production
