CITY TRACTION BILL PASSED PASSEDChicagos Chicagos long delayed traction ordinance the first traction ordinance since 1907 was a reality yesterday It was passed by the city council 40 to 6 after six and a half hours of debate much of it heated The ordinance which provides for the consolidation of the surface and elevated lines will be submitted to Federal Judge Michael L Igpe If it is approved by the court and the security hold ¬ ers of the lines it will be put to a vote of the people in November Under the ordi ¬ nance the merged lines will operate the Chi ¬ cago subway
