Commission Rulings Reported to Daily Racing Form i CHURCHILL DOWNS, Louisville, Ky., April 30. — Meeting; here today, the Kentucky State Racing Commission voted two changes in the rules of racing: Upheld its license committee by denying licenses to several applicants for trainer papers on the grounds that they lacked sufficient experience, and postponed formal consideration of a report of the Thoroughbred Protective Bureau and other information concerning the recent Keeneland race of Calumet Farms three-year-old, De Luxe. Decision to postpone possible review of the De Luxe case was reached to permit all members of the board time to study the TRPBs 22 -page report and other information and reports. The commission revoked a three-pound weight allowance to holders of contracts on apprentice riders for a one-year period beyond expiration of the one year or 40 winners five-pound allowance, and in another action made it incumbent upon all trainers to indicate their preference when naming more than one horse for an overnight race. Under the latter change, no entry of two horses will be possible in an overnight race unless less than 12 entries are received.
