Milner, Dougherty Aid Thomas ARLINGTON PARK, Arlington Heights, m., June 14. — Bill Milner and Charlie Dougherty, who assisted racing secretary Ivan Thomas at several meetings on the West Coast, are now employes in the racing secretarys office. Ed Shannon is a new member of the publicity staff, succeeding Jim Donovan, who did a like chore last year.
