Bredin Clarifies Status Of Detroit Novice Riders RidersCommissioners Commissioners Statement Points Out Various Privileges PrivilegesPAIR PAIR GROUNDS Detroit Mich May 21 Clarification of the status of novice jockeys of the Detroit Jockey School riding under the privileges granted them was made by racing commissioner Lewis L Bredin in the following statement statementAny Any boy over 16 years of age who has had at least one years experience in exer ¬ cising and schooling horses with some reputable stable who has by his own free will with the consent of his parents or guardians bound himself to some licensed trainer or owner for a period of not less than three years who has never ridden a winner in any company where organized racing is conducted and such racing is published in the DAILY RACING FORM rec ¬ ords and who has not ridden more than five races as an apprentice in the calendar year in which he wishes to ride as a novice shall be eligible to obtain a permit as a novice rider Winning of a race strictly for novices in a previous year shall not at the discretion of the stewards act as a bar to him continuing as a novice After a novice has been granted a permit to ride as a novice he will not be eligible to ride in open races until he shall have won suf ¬ ficient races and shown enough ability and skill to warrant the stewards in recom ¬ mending to the racing commission the granting of an apprentice license When a novice has ridden 10 winners his permit to ride as a novice will be automatically vacated vacatedIf If such is granted he will be entitled to all the privileges and allowances provided in the rule governing apprentices and the races won as a novice shall not count against the time of his apprenticeship apprenticeshipNo No whips may be used in novice racesJ
