A.T. A. RULES AM REVISED. : REPORT OF COMMITTEE TO BE SUBMITTED TO BOARD OF DIRECTORS. Important Changes in Scale of Weights New Rule Governing Apprentice Allowances Amendment Affecting Suspensions By the Starter. New Orleans, La., February 23. Messrs. Edward Currlgan, W. Campbell Scott ami Walter 0. Parmer, who were appointed by the directors of the American Turf Association at their meeting November -0, a committee to revise and perfect the rules of racing, have completed their work and the report to be submitted at the next meeting of the directors will be ns follows: CHANGE IN BY-LAWS. The twpntlentli section of the by-laws, defining the dnties of the Executive Committee, shall, read ns follows: "The Executive Committee of this Association shall pass upon all licenses of jockeys, trainers and others. Jockeys and trainers shall le permitted to follow their vocations, pending action upon their applications for license. However, no trainer or jockey who has been ruled off or under suspension, or in the forfeit list, shall be permitted to act, until a license has lieen issued." NEW RULES ADOPTED. Tlie following rules have been adopted, but not printed and should be punctuated as follows: No person shall be allowed to hold a contract on a jockey or apprentice, unless lie lie in eontrol or possession of such a stable of horses as would, in the opinion of the judges of the meeting where the jockey or apprentice makes application for license, warrant the employment of a contract Jockey or apprentice. , Any person, wilfullv or knowingly, defaulting in resiect to the payment of forfeits or any other obligations or dues incurred in connection with racing shall be ruled off. All members of the American Turf Association, and all associations raging under American Turf Association rules, shalL provide a. starting, judge, who shall report to the judges all infractions of rules committed by the starter, his assistants, the jockeys and others, while the horses are at the post. All suspensions imposed for an indefinite period shall extend until the first meeting of the Executive Board of the American Tnrf Association .held after such ruling. Evidence relating to the ruling shall then be presented to the directors for their consideration and action. CHANGES AND ADDITIONS. Rule 5 page 12 shall read: Conditions of races shall not conflict with the racing rules in any manner, nor shall the conditions of a race be so made as to favor horses of a certain age over horses of any other age. In rule 20 page 15 the word "him" in the sixth line should be omitted. In rule 21 page 10 in the sixth line between "the" and "parties" there shall be inserted the words "guilty party or." ltules 25, 2G and 27 pages 10, 17 and 18 are to be eliminated and In place rule 25 shall read: No race shall be given at any intermediate distance lie-tween five furlongs and one mile and one-quarter except as follows: five and and one-half furlongs, six furlongs, seven furlongs, one mile, one and one-sixteenth miles, one and one-eighth miles, one and three-sixteenths miles. Rule 2li shall read: There shall he no race given for two-year-olds prior to February 1 at a greater distance than three furlongs, and prior to March 15 no race shall be given for two-year-olds at a greater distance than three and one-half furlongs. No two-year-olds shall compete in any all-aged races prior to August 1. ,,,. Rule 27 shall read: No horse shall be allowed to start unless duly registered and named in the American Stud Book. In case the name of a horse is changed the new name, together with the former name, shall be published in the Calendar for at least thirty days, and in no case shall the former name be left from his entry until after the horse lias started five times. Thie violation of any part of this rule shall be cause for ruling off. In rule 29 page 18, in the second line, the word "in" should be changed to "of." In rule 30 page 18 the comma after "never" in the first line should be omitted, and the comma after "first" in the last line should be ommlted. In rule 35 page 1!, in the third line, the word "dies" should read "die," and the word "is" should read "be." Rule -12 page 20 shall read: No horse three years old shall carry less than 87 pounds, including apprentice allowance, in any race. No horse four years old shall carry less than 97 pounds, including jipprentice allowance, in any race. No horse five years old or upward shall carry less than 100 pounds, including apprentice allowance, in any race. The index and margin for rule 42 should read "minimum weight" instead of "feather weight." hi rule 43 page 20, in the first line, the words "added to" should read "above." Rule 44 page 20 is eliminated. In rule 50 page 21 the word "certain in the second line is eliminated. hi rule GO page 22, in the fourth line, there should be a period after the word "liability," and the words "and of the winners demand; provided" ure to be eliminated. In the fifth line the word "however" should begin with a capital "II" and the word "that" is eliminated. Rule 01 page 22 is eliminated. In rule 95 page 29, in the fifth line, the word "other" is eliminated. In the fourth paragraph, second line, of the same rule, same page, the word "can" should read "may." In rule 103 page 31 the scale of weights for two-year-olds at three-cpiarters of a mile should read: In August, 88 pounds; in September, 91; In October. 94; in November, 97; iu December, 99 pounds. The scale of weights for two-year-olds at one mile should read: In August, 84 pounds; in September, 87 pounds; in October, 90 pounds; in November, 82 pounds; in December, 93 pounds. In rule 103 page 32 the index and marginal note for section three should read: "Allowances in heat races" instead of "sex allowances." Iu rule 103 last section, beginning in the first line, the words "and in races where the weights nrc fixed absolutely and the conditions" are to lie eliminated, and the index and marginal note should read "sex allowances" instead of "gelding allowances." In rule 109 page 33, in the first line, the words "or jockey" are to be eliminated. Rule 111 page 34 should read: The position of horses in starting shall be determined by lot by the officials. The starter shall place vicious or unruly horses on the extreme outside and the start shall not be delayed on their account. Rules 114 and 115 page 35 are steeplechase rules and should be eliminated from this part of the : liock. They are, in substance, the. same as rules 4 and 11, governing steeplechase and hurdle races. In rule 110 page 35, second paragraph, second line, the word "may" should read "shall." The second paragraph of rule 123 page 37, is amended by striking out all after the word "advantage" in the fourth line of such paragraph and inserting in lieu thereof the following. "All suspensions of jockeys or apprentice riders by the starter shall 1m absolute, anil no exceptions in favor of employers or other persons shall be made. Such suspensions shall take effect at the close of racing on the dav of their infliction and continue for the full number of days prescribed by the starter; provided, that a suspension liv the starter shall notexceed a term of more than six days without the concurrence of the officers of the course." hi the same rule, third paragraph, first line, the word "mav" should read "shall." hi rule 137 page 43, beginning in the second line the words "before the conclusion of the meeting at which" should be made to read "within fortv-elght hours after." hi rule 138 page 44. last paragraph, second line, the word "leave" should read "permission from." Rule 147 fpage 40 should read: Pending the disposal by the racing officials of any objections, both the horse which finished first and any horse for which the race is claimed shall be liable to all the penalties attaching to the winner of that race until the matter is decided. In rule 152 page 48, in the sixth line, between the words "other" and "to" the word "half" shall he inserted. In the eighth line the word "secre-tarv" should read "judges." Rule 100 page 51 shall read: A boy has of his own free will, with, the consent of his parents, parent or guardian, bound himself as an apprentice to an owner or trainer, for a term of not less than tliree years bv written contract, a certified copy of which shall lie lodged with the American Turf As-f-oclation, can claim a tlve-ioimil allowance, when riding for his contract employer, in all selling races, and shall be allowed three pounds in handicaps, for one year after winning his first race in any country. Apprentices riding for owners, other than their contract employers, shall not be entitled to any allowance. Allowances under this rule must lie claimed at time of entry in selling races and at time of declaration in handicaps. In rule IBS page 54, in the first line, the word "should" is changed to "must." Rules 173 and 174 pages 54 and 55 are elmi-n.iled. In rule 175 page 55. In fourth paragraph, first line, the word "retainer" should rend "trainer." In rule 177 page 57. iu the fifth line, the word "agencv" should read "appointment." In rule ISO page 08. in the last line, the word "jockev should read "employer.- "" - In rule 1S3 page 50, section "II." sixth line, the word "year" should read "meeting." In the same section, last line, the word "the" should read "this." Rule 190 page 02 is eliminated. In rule 191 page 03, the first sentence ending with the word "disqualified" is to be eliminated. ADDITIONS TO STEEPLECHASE RULES. Addition to rule 3 page 72 of steeplechases and hurdle races: No horse, four years old, or upwards, after having won his first steeplechase or hurdle race, shall be allowed to carry less than 135 pounds. Addition to rule 11 page 73: Horses which have left the course, or which have been remounted, must finish the race within three minutes after the winner has passed the finishing post, otherwise they shall be disqualified. These new rules will become operative at City Park on Monday next.
