CHANGE IN FRENCH RACING RULES. By an important change in the rules of rucing of the French Jockey Club, horses bred In England or any other country and foaled in France become entitled to all the rights possessed by horses actually bred as well as foaled in that country. Formerly many of the most valuable prizes of the French turf were confined to horses bred In France. They had, moreover, to stay in that country until June 1 of their second year to become entitled to those rights.
