Committee Fails to Report Bill. Albany, N. Y., March 22. The assembly codes committee met- today, but failed to report the Cas-sidy-Lansing anti-racing bill. When asked if the bill was reported, chairman Phillips said: "No, It was not. In fact, no request has been made to have it reported." It was rumored here today that Sir. Lansing, who was at first enthusiastic over the bill, had become lukewarm regarding the proposition and does not care whether the bill is reported. The reason as-sighed for his change of position Is that strong influences have succeeded in having the Rensselear County organization prevail upon Sir. Lansing not to press the hill. .
