MAY AGAIN MODIFY "OUTLAW" RULE. Should James Arthur and other well-known owners who have raced at the City Park meeting all winter, and who have sided with the American Turf Association since Its fight was launched for independent turf rights, be denied privilege or permission to start any or several of their candidates originally entered and still eligible for the 190C Tennessee Derby, the local club will establish a precedent so far as Its own course and policy has been involved. A sensible modification of the troublesome outlaw rule may lie amended so that many owners on both sides may race at sremphis. Commercial-Appeal.
