BELIEVES ARCADIA TRACK WILL BE BUILT. Writing to Dally Racing Form from Los Angeles under; date of Octolier 20, a turfman who spent the summer on the Northern Circuit says: "When I reached here some ten days ago I was told that there was nothing particularly stable about the Baldwin Raelng Association, which had filed papers of incorporation at Sacramento, September 2S, and that the much talked of racetrack at Arcadia would never materialize. I found that this opinion prevailed among the horsemen at Ascot Park and that the management of that plant: does not seriously regard the proposition. Spreckels are not stock? holders, but Mr. Baldwin says that before the articles of incorporation were. filed he was promised their support; not necessarily financial, however. T"hc Cella, Adler and Tilles firm, I am assured, has no-Interest whatever in the proposed plant. "As yet the entire proposition is on paper.. The plans have all been drawn and the .surveys have been made, but no contracts have been lot and a shovel has not been; put into the ground. Until a gang of men is set to work and stands and; stables begin to take shape, any one maybe pardoned for that .Missouri feeling in the matter, but I am convinced that . these people mean to have a racetrack at Arcadia by next spring."
