Although it was positively stated yesterday that the Empire City folks bad everything ready to present to the Jockey Club, nothing so rar has been received by the stewards o that body. Manager Winn could not be seen tonight, but J. It. Soley, the legal representative ot,the Empire City Club, gave an evasive answer when asked In reference to the mutter. Mr. Soley said that this was an inopportune time to discuss that phase ot tlie situation, as they were busy with other affairs. The action of Mr. Butler and his associates just now is rather mystifying. Horsemen are all up in the air and do not know what arrangements to make for the month of August. For an enterprise, the success of which depends entirely on publicity, the Empire City folks show a reticence that is absolutely iincxplaiiiable. Work at the track Is progressing, hut more and more the belief grows that something will occur to prevent the meeting being held, or, at least, cut It much shorter than was originally intended.
