DEFINE BOOKMAKER-OWNER RULE. Cincinnati, 0., September 30. Todays arrivals included Charles F. Grainger, member of the State Hacing Commission. He declined to discuss the bookmaker-owner rule. Although the contingency of having to pass on the eligibility of .horses starting, when known to be leased from active bookmakers, has not for the present come up, still the point was made clear this afternoon, when judge Dillon expressed the idea that he would not debar any owner from entering a so-called bookmakers horse, but would oppose his starting. This ruling, as well as others that have been rendered in connection with the bookmaker-owner rule, will have to be properly defined at a meeting of the -Hacing Cominisison shortly to be held.
