THE BOOKMAKER-OWNER RULE. Colonel Charles V. -Grainger of Louisville and the Kentucky Racing Commission, is quoted as saying: "I did not think that the bookmaker-owner rule was intended, to be as sweeping as it has been construed to be. I thought It referred to a race where a bookmaker had a horse entered alid he could not make book on that particular race."
