RULED OFF AT FORT WORTH. Fort Worth. Tex.. May 22. — The stewards handed down a drastic ruling today when owner W. F. Rapp and Ills trainer and two layers of odds were warned away from the track. The ruling is the culmination of the recent lierforuianees of the horse. Inspector Bird. Lead pads were alleged to have been used on the horse upou occasions.
