ROUGH RIDING ON EASTERN TRACKS. Now York, September 5. James E. Gaffney, who has been expending his money freely in the organization of a racing stable, has been taking an active part in the agitaion to put an end to rough riding on tlie metropolitan tracks. Concerning his. activity. Mr. Gaffney says: "I am not a bettor, and simply race horses for amusement, also to give trainer Weir something to do. Tlie rules of racing provide fair play for horses and they should be enforced. Bough riding lias been going on for some time with no action on the part of the turf authorities, and I am not the only ouu to protest. The stewards are supposed to protect owners and - the public, and I trust there will be some reform in this direction. Julia Powel. whici" I purchased last June, was fatally hurt because of foul riding and Louise S. was purposely injured, in my opinion. I am not a hard loser, but I simply want to see the rules enforced." Trainer Tom Henley, speaking of the injuries Olambala suffered in his recent start, remarked: "Its hard to keep up with some of the jockeys who are riding these days. My horse was not cut down, but he was jumped on by King Janres and had a narrow escape. My rider. Butwell. says Dugan went out after him and Dugan says Butwell came -in on him. and thats all the satisraction one gets. Something ought to be done to make it sate for a man to send a valuable horse to the post."
