NOT OPERATIVE UNTIL SEPTEMBER. Men interested in the racing outlook sav that no one can fore.-ee the fate of the latest bills introduc-d at Albany prohibiting oral liookiu.iking. They are •hankful. I oyvever. that even if th- bills should become law they will not become operative until September 1. according to their own provisions. From April 15 to August 31 inclusive there will be 110 days of racing on New York tracks, during which many valuable stakes will be decided. At Saratoga alone it is expected that a quarter of a million dollars yvill be hung up for competition. At Bel niont Park, Cravcscud. Shecpshead Bay. Brighton Beach and Fuinire Citv there yvill be offered for competition more than 1910.sh00,000. At the earlv meeting at Aqueduct, which will in elude the Jamaica dates, there will be 20,000 offered to horsemen, an average of .ooo a day. Thus nearly one million dollars is in sight for horse owners, s,, that they do not feel as depressed as yvas the case in P.MIS. yvhen the anti-betting bills took fleet on the day they passed -June 11. Meantime there is a feeling in the minds of many that racing will not sutler as much this vc.ir as some seemed to fear.— New York Herald.
