EMPIRE CITY IMPROVEMENTS. New York, July 9.— The crowds that are patron Ising the Empire city racea find conditions about James Butlers picturesque course considerably altered. Mr. Winn has abolished the bridlepath between that clubhouse and the grandstand through Which Hie horses used to parade on their way to the post, the paddock has bun enlarged to four times its former size by grading and Siting in. a new building for the executive offices and Jockeys Is almost complete, and tlie grandstand has been vastly improved. A charge of sio. a:o or 5,000 is involved in these alterations and it should be remembered to Mr. Butlers advantage that they were planned and wrought in the fan of the passage of anti-lacing laws at Albany. The fact that they are being pushed lo completion this summer Indicates Clearly that Mr. Butler is an optimistic man and thai he is of the opinion that the people of New-York are not going to risrrail the niter destruction of SO popular and generally beneficial a sport as racing.
