NEW RULE STILL OPERATES POORLY. By Ed Cole. New York. May 3. — The new rule of the Jockey Club governing the distribution of selling race surplus money at Havre de Grace was just about as lucrative to the owners of many bad horses as it was at Bowie. Eighty different owners participated in the spoils, few of whom won purses and quite a number of whom did not have a horse good enough to finish in the mon:-y. The largest beneficiary was I. M. Hedrick. who will draw 1916.sh53 out of the surplus money. The nearest this stable came to winning a purse was when Jesse Jr. finished second to Gallop. This one instance shows the possibilities for owners with a few cheap horses. Practically Mr. Hedrick received about .$."0 a day for starting his horses. H. G. Bedwell had more than 1916.sh00 placed to his credit in surplus money, but his case is entirely different, as he sent out six winners and any number of horses that finished second or third. Some of the Bedwell horses were run up. Not so Hedricks. he having no winners. i. Alexandra received §300 from the runup fund, and several owners are credited with sums close to 00, and a score or more drew S100 and more. The new rule hardly seems the correct solution of the selling race problem, when some owners can make handsome profits by owning bad horses. If the ST.s-0 had been added to the purses it would mean an additional average, of about d;-ily to the owners of winning horses. This is what owners desire and the thing horsemen are fighting for by organizing a protective association. S. L. Parsons, sponsor for the new rule, says: "Maybe the distribution of the amaaejr is wrong. It has hardly had time to regulate itself. If it is wrong, then it can readily be unproved upon." It is a fact the rule has not yet had a fair t"st. At the same time, there is no denying that the rule opens an avenue for the entry of bad horses in selling races for no other purpose than to gather a lot of surplus money.
