CANADA RACING INQUIRY BEGINS SOON TORONTO, Out., September 17. It is announced from Ottawa that Dr. J. G. Rutherford, the commissioner appointed by the Dominion government to inquire into racing conditions in Canada, will hold his first session ut Ottawa on September 25, at Toronto October 1 and and at Windsor October -1. The powers .f the commissioner, who is also a member of the Dominion railway commission, are wide enough to enable him to exercise the powers of a court in the matter of summoning and examining witnesses. The legislation to be introduced at next winters session of the Dominion parliament is expected to be based on the facts disclosed iu Dr. Rutherfords inquiry, and ou such recommendations us he. may make, if any.
