GERMAN BETTING REGULATION The German government intends to legalize betting through bookmakers only. A bill for this purpose provides that bpokmaking without state license will be illegal. Bookmakers will be obliged to give a receipt to their clients and if they fail to pay redress may be had in the law courts. Their accounts will be open to inspection aiid ten per cent of their takings will go to the government. The bill makes the work of tipsters illegal, but is careful to exclude racing forecasts in newspapers from tills provision.
