Mae- farlan, who is acting as one of the stewards at Dorval, handed out the following ruling I this afternoon. "On recommendation of Col. E. R. Bradley, Terry McGovern, who was ruled off at Memphis, Tenn., for a bad ride I on the horse Tristan Shanty in a steeplechase ! race at the spring meeting of 1906 of the j New Memphis Jockey Club, is hereby rein- stated as far as my authority reaches. The ban has been in effect for eighteen years. I I was the presiding steward and judge at the ■ meeting. Mr. Apperson, my associate at the time, is dead."
